Cardano DReps Back 500M ADA Treasury Limit as PRIME Vote Continues
Cardano governance has recorded a higher Net Change Limit for the current Treasury period, giving withdrawal proposals more room while leaving each funding request subject to a separate vote.

Cardano’s Treasury process has entered a new phase after DReps backed a 500 million ADA Net Change Limit for the period covering epochs 613 to 713. The update is relevant now because large proposals, including AlphaGrowth’s Cardano PRIME program, are still moving through the same governance environment.
Cardano DReps Back Higher Treasury Capacity
The Net Change Limit action sets a new Treasury cap for the period that began at epoch 613 and runs until the close of epoch 713. According to the governance action, the limit applies to the cumulative amount removed from the Cardano Treasury through enacted Treasury Withdrawal actions during that period.
The proposal was submitted as an Info Action. Its purpose was to record DRep agreement on the limit, not to move funds directly from the Treasury. The action text states that the threshold for agreement is reached when Yes votes exceed 50% of active DRep voting stake.
The new figure replaces the earlier 350 million limit for the same period. Treasury withdrawals already debited during the period continue to count toward the updated cap.
PRIME Vote Continues Under the New Limit
The timing places the Net Change Limit decision next to one of Cardano’s largest current Treasury debates. AlphaGrowth’s Cardano PRIME proposal is asking for 120 million ADA through a separate Treasury Withdrawal action.
PRIME is a proposed 12-month DeFi growth program focused on liquidity, protocol readiness, integrations, incentives and market expansion across the Cardano ecosystem. AlphaGrowth would operate the program, Intersect would administer funds, and an Operating Group would review major releases and strategic decisions.
The proposal is designed around staged deployment. A large share of the requested funds, including approximately 90 million for grants, liquidity programs, incentives and related deployment, would require a later approval step from the Operating Group after the program completes initial analysis and planning work.
Treasury Headroom Becomes a Governance Test
The higher Net Change Limit changes available Treasury capacity, but it does not approve PRIME or any other pending withdrawal. Each Treasury request still needs to pass through its own governance process and meet the required voting thresholds.
That distinction now shapes the wider Treasury debate. The new cap gives DReps more room to consider large proposals within the same fiscal window, while preserving the ability to reject, delay or condition individual withdrawals.
For Cardano governance, the decision separates Treasury capacity from Treasury approval. PRIME now continues inside a wider limit, but its outcome depends on a separate judgment about DeFi growth funding, oversight and the controls placed around public ecosystem capital.
