Cardano’s Orion Fund Backs Skalor’s AI Agent Payment Control Layer

Orion Fund and Draper Dragon have invested in Skalor, a non-custodial system that screens AI agent payments before execution. Skalor currently lists x402 testnet support through Tempo, while no Cardano deployment or integration schedule has been published.

Cardano’s Orion Fund announced on July 30 that it had invested in Skalor alongside Draper Dragon. The company is developing a real-time control layer that checks payments, transfers and other financially sensitive actions before an AI agent can complete them.

Orion connected the investment to Cardano’s eUTXO architecture and its potential role in controlling the financial authority assigned to autonomous agents. The investment amount, funding stage and valuation were not disclosed.

Orion Fund Expands Into AI Agent Payments

The Draper Dragon Ecosystem Fund, known as the Orion Fund, was established as an $80 million initiative for Cardano-native and Cardano-integrated companies. Draper Dragon manages the fund, while the Cardano Foundation provides administrative, technical and ecosystem support without managing individual investments.

Its original priorities included institutional DeFi, real-world assets, Bitcoin interoperability and companies capable of increasing Cardano’s on-chain utility. The Skalor investment adds AI payment infrastructure to that scope.

Skalor describes its product as an “agentic clearing house” for banks, insurers, AI platforms and developers that allow autonomous agents to initiate payments or access financially sensitive systems.

Skalor Screens Agent Actions Before Execution

According to Draper Dragon’s investment announcement, Skalor sits between an AI agent and the payment rail, API or external service the agent is attempting to use. Each proposed action is evaluated against predefined policies before execution.

Organizations can apply daily spending caps, transaction limits and approved vendor lists. Unusual activity can trigger an automatic block, quarantine the agent and send the action for human review.

Skalor states that it does not hold client funds or private keys. Keys remain with the customer or its key management provider, while every policy decision is recorded in a signed and replayable audit trail.

The Skalor website currently lists x402 testnet support through Tempo and presents mainnet and Canton support as upcoming additions. Early access is open to a limited group of banks, insurers and AI platforms, while its public documentation, SDK references and GitHub repository remain marked as “Coming Soon.”

Cardano eUTXO Link Has Not Reached Deployment

Orion described Cardano’s eUTXO model as a potential foundation for attaching programmable conditions to the financial authority given to AI agents. Such an implementation could combine predefined spending rules with transaction validation and an auditable record of how funds may be used.

That connection currently remains architectural. Skalor has not released Cardano smart contracts, a testnet deployment or supported Cardano assets.

Skalor therefore adds an AI payment control company to Orion’s investment portfolio, while its published network support remains on the Tempo testnet. A Cardano deployment would move the investment from ecosystem positioning to measurable on-chain activity.
