Cardano News - Toto Finance Seeks ₳22M From Cardano Treasury for Copper Reserve

Toto Finance Inc. submitted a governance action on October 15 requesting ₳22 million from Cardano’s Treasury to establish a physical copper reserve represented by the CuTT token. The company announced the project as the “Cardano Strategic Copper Reserve.” The proposal awaits a decision from delegated representatives, or DReps, and the Constitutional Committee.

Toto Finance’s Copper Reserve Budget and Fees

Toto Finance is a Delaware company developing infrastructure for tokenized commodities, starting with copper. The proposal identifies it as both the funding recipient and accountable project administrator. The company reports receiving no Treasury funding during the preceding 24 months.

The largest allocation, ₳14,724,409, or 66.93% of the request, would purchase COMEX Grade 1 copper cathodes for storage in a COMEX-approved warehouse near New Orleans. Up to ₳3,533,859 would cover 36 months of storage, insurance, audits, legal services, bridge security reviews, and related operations. Another ₳660,000 is allocated to independent oversight. A U.S. member firm of the PwC network is identified as the preferred provider, but has not been engaged.

These amounts are authorization ceilings, rather than costs already incurred.

Toto Finance would legally own the copper. Before acquisition, the proposal requires first-ranking security interests and independent controls over the metal, warehouse documents, insurance recoveries, and sale proceeds for the Treasury’s economic benefit. Holding the token would not, by itself, establish legal ownership of the metal.

Toto Finance would receive ₳2,640,000, or 12% of the request, for technology development and project management, payable against independently accepted milestones. A separate execution fee of up to ₳441,732, approximately 3% of the copper acquisition allocation, would become payable following accepted procurement and title documentation.

The company could also earn a margin of up to 30% on eligible third-party storage and insurance invoices, capped at ₳278,291 within the operating budget.

Future commercial revenue from CuTT’s DeFi applications would belong to Toto Finance. The Treasury would receive the net proceeds from selling the copper financed with its funds. That protected reserve could not be independently exposed to lending or other loss-bearing DeFi strategies without additional authorized safeguards.

How CuTT Would Connect Ethereum and Cardano

For this reserve, the proposal defines one CuTT as representing one independently verified pound of copper. Toto Finance’s general product page instead describes one ounce per token and direct ownership by the holder.

The proposal page describes the Treasury’s token representation as a Cardano native asset. Its technical document sets out the issuance route: CuTT would first be minted as an ERC-20 token on Ethereum, with the entire Treasury-funded tranche locked in bridge escrow. An equal number of bridged tokens would then be minted on Cardano as the tranche’s only spendable representation.

Development, completion, and independent security review of this reserve infrastructure are planned project milestones. A dedicated Cardano minting and burning policy would control issuance, and no tokens could be issued before the corresponding physical copper had been verified.

Backing would be checked through monthly reconciliation of copper weight against token supply, quarterly independent attestations, and annual audits. Reserve information and supporting reports would be published through a public dashboard.

For Toto Finance’s broader copper products under development, storage fees are designed to be paid exclusively in its TOTO utility token. This Treasury proposal provides for controlled conversion through TOTO following independent invoice approval, with direct fiat payment available if that route is unsuitable. Warehouses and insurers would ultimately receive dollars.

Voting and Returns to the Cardano Treasury

The proposal targets an 18-to-24-month holding period, with all copper sales completed by month 36. Net sale proceeds, unused funds, and funding for uncompleted milestones, including unearned development compensation, would be returned through Treasury donation transactions.

The obligation covers realized proceeds and remaining funds, rather than guaranteeing repayment of the original ₳22 million.

Recovery in ADA would depend on copper prices, the ADA/USD exchange rate, and actual costs. In the proposal’s illustrative calculation, using a reference copper price of $6.73 per pound, a constant exchange rate, full expenditure of authorized budget ceilings, and no additional sale costs, copper would need to appreciate approximately 49.4%, to about $10.06 per pound, for full recovery.

Votes are recorded on Cardano and displayed through governance interfaces such as GovTool. Treasury withdrawals require approval from DReps and the Constitutional Committee, with the current DRep threshold set at 67% of active voting stake. The action was submitted in epoch 661 and is listed as expiring on November 15, in epoch 668.

If ratified and enacted, the withdrawal would transfer funds to Toto Finance’s designated reward address. Copper purchases would remain conditional on establishing the required custody arrangements, title documentation, and independent legal confirmation.
