The Hamburg-based data cooperative enables people to retrieve, understand and voluntarily share personal information. Cardano and Reeve provide a verifiable layer for recording data sales, revenue distribution and member payouts.

Reef Data is building a cooperative model in which users can request their personal information from companies, review it in a readable format and decide whether to contribute selected records to a shared data pool.

Reef Data Co-Founder Jürgen Kleeberger and Business Development Lead Robin Hellmann discussed the platform during an episode of Let’s Talk Cardano hosted by Jacob from the Cardano Foundation. The conversation covered user-controlled data, cooperative ownership and Cardano’s role in making the resulting financial flows independently verifiable.

Reef Data Gives Users Control Over Personal Information

Digital platforms collect information about purchases, searches, application activity and other online behavior. Although European users can request access to parts of that information, companies often provide it through large archives and technical file formats that are difficult to interpret without additional tools.

The Reef Data application is designed to simplify that process. Users can request information from platforms such as Amazon, Google and Apple, import the files into the application and examine patterns across their digital activity.

Kleeberger used Amazon purchasing data as an example. Instead of requiring users to review multiple raw files, the application can organize the information into spending history, product categories and purchasing patterns.

Reef Data says the imported information remains stored locally on the user’s device and does not leave it without explicit consent. Each user decides which records remain private and which can be voluntarily contributed to the cooperative pool.

Information selected for sharing is anonymized on the device before it is transferred. This separates personal identity from data that may have analytical or commercial value for other organizations.

The Cooperative Combines Data From Its Members

An individual dataset generally has limited commercial value on its own. Reef Data therefore combines information contributed by multiple members into larger cooperative data pools.

Companies can negotiate with Reef Data for access to anonymized datasets. Instead of purchasing information from conventional data brokers, buyers can receive data contributed directly by users under defined sharing conditions.

The combined records may also provide companies with patterns that cannot be identified from one person’s data alone. Because members contribute information from different services, a cooperative pool can connect purchasing and behavioral categories that would otherwise remain separated across individual platforms.

Users remain members of the organization managing the model. According to the founders, the cooperative structure was selected to prevent a centralized technology company from acquiring the platform and taking control of the accumulated data.

Reef Data is backed by Hamburger Volksbank, ARIC e.V., VALIO Hamburg and Disruptive Elements. The platform has been developed in cooperation with the Cardano Foundation, which contributed to its technical integration with Reeve.

The interview also covered longer-term development plans. The team is exploring a local AI assistant capable of analyzing information directly on a user’s device without sending it to a centralized AI service provider. Another concept involves a cooperative language model trained on data that members have approved for shared use.

These capabilities were presented as future development directions rather than fully available functions of the current application.

Cardano and Reeve Make Member Payments Verifiable

Reef Data does not use Cardano to store personal information publicly. The network serves as an independent verification layer for financial records connected to the cooperative.

The integration uses Reeve, the Cardano Foundation’s open source platform for publishing verifiable financial information. Reef Data developed the application layer, backend systems, user wallet extension, public dashboard and auditor interface. The Cardano Foundation provided and extended the Reeve Publisher and Reeve Data Reader services.

Reef Data and the Foundation jointly defined the data model, the relationship between on-chain and off-chain records, and the integration testing process.

Larger structured files remain outside the blockchain, with IPFS forming part of the supporting architecture, while Cardano transactions provide cryptographically anchored references.

The system is designed so that data sales, revenue distributions and member payouts can be connected to time-stamped records. Cooperative members and independent auditors can verify those financial flows without relying exclusively on Reef Data’s internal accounting.

Users can access the relevant Cardano transaction through the application and examine the recorded event without their identity or underlying private information being published on-chain.

The collaboration has included testing the publication and retrieval of structured records alongside the system’s technical feasibility, performance and usability.

Once a data package generates revenue, Reef Data’s architecture provides a traceable path from the recorded sale through the reward calculation to the corresponding member payout.
