EMURGO plans to deregister its Yoroi and EMURGO delegated representatives, or DReps, on November 30, 2026. The company announced its intention to leave the Cardano governance role in August, following the security incident involving its SecondFi wallet.
EMURGO has advised delegators to make a new governance choice before the deregistration. The company also noted that the date could be postponed under exceptional circumstances.
EMURGO Sets a Date for Its Cardano Governance Exit
DReps vote on Cardano governance actions using voting power delegated to them by ADA holders. Delegation lets holders participate in governance through a representative while retaining control of their assets.
On August 3, EMURGO announced its immediate resignation from the Intersect board and its intention to deregister its DRep role at a later date. The company connected both decisions to its work supporting users affected by the SecondFi security incident.
SecondFi was introduced as the successor to EMURGO’s Yoroi wallet. When the company announced the change, it said the Yoroi name would continue independently as a DRep. Following the incident, EMURGO decided to wind down SecondFi and Yoroi and support users moving their assets to another wallet.
Yoroi and EMURGO DRep Voting Power
According to Koios data for epoch 664, Yoroi had approximately 401.3 million ADA in voting power from 15,174 delegators. The EMURGO DRep had approximately 212.2 million ADA from 815 delegators. Both registrations were active at the time of the snapshot.
Together, the two DReps represented approximately 12.1% of the 5.09 billion ADA delegated to active DReps. The calculation excludes stake assigned to the predefined Abstain and No Confidence voting options.
After deregistration, stake that remains without an active representative will no longer count as active DRep voting power. Delegators can make a new governance choice by selecting another representative or one of the predefined options.

Cardano Staking Rewards and Governance Delegation
EMURGO has encouraged delegators to choose another active DRep before the planned deregistration so they can continue participating in governance and withdrawing staking rewards. Under current Cardano rules, a reward account must be delegated to a registered DRep or to the Abstain or No Confidence option before rewards can be withdrawn. Rewards can still accrue; the requirement applies to withdrawals.
Governance delegation is separate from delegation to a stake pool. In its August announcement, EMURGO also stated that users migrating their SecondFi wallet would be undelegated from both their pool and DRep and could make new selections.
The planned Dijkstra upgrade includes CIP-181, which would remove the governance delegation requirement for reward withdrawals. The change has not yet taken effect on Cardano mainnet.
