Cardano’s governance process has entered a decisive voting window for the van Rossem hard fork, with updated figures now available for DReps, SPOs, Constitutional Committee members and network readiness. According to Intersect weekly update #117, DRep support for the hard fork initiation action has reached 62.55%, above the required 60% threshold, while SPO support stands at 30.95%, below the required 51%. The update was published ahead of the Constitutional Committee 2026 election voting phase, scheduled to begin on June 28 at 21:45 UTC.

van Rossem Hard Fork Voting Reaches DRep Threshold

The van Rossem hard fork is Cardano’s proposed move to Protocol Version 11. It is an intra-era upgrade, which means it does not introduce a new ledger era, but includes protocol-level changes connected to node infrastructure, ledger rules and the Plutus execution environment.

Intersect’s update lists DRep support at 62.55%, clearing the 60% threshold required from delegated representatives. SPO support is listed at 30.95%, with 51% required for ratification. The Constitutional Committee status is listed as one constitutional vote and six members yet to vote, with five constitutional votes required.

The proposal has not yet been ratified. Cardano’s on-chain governance model requires separate participation from DReps, SPOs and Constitutional Committee members, with each group operating under its own threshold. The van Rossem governance action is set to expire on July 18, 2026, during Epoch 644, giving the remaining governance groups a defined window to complete their part of the process.

Cardano Node 11 Adoption Reaches 86% Among Block Producers

Network readiness for the upgrade is being tracked alongside the formal governance vote. Intersect reported that 86% of block production in Epoch 639 was already running on Cardano Node 11, while exchange readiness was listed at approximately 77.37% by liquidity.

For SPOs, the process now has two separate layers. The first is technical readiness, which includes running the appropriate node version. The second is governance participation, which requires SPO approval to reach the required threshold before the hard fork can be ratified.

The current figures place the main open point on the SPO governance side rather than basic node adoption. A large share of block-producing infrastructure has already moved to Node 11, but the SPO vote remains below the 51% requirement. Public readiness resources, including upgrade documentation, SPO trackers and exchange dashboards, give operators and delegators a shared view of both technical preparation and governance progress.

Constitutional Committee 2026 Voting Opens on June 28

Intersect also confirmed that registration for the Constitutional Committee 2026 election closed on June 21 at 21:45 UTC, with ten candidates registered. The voting phase was delayed to allow additional checks of candidate cold credentials before ballots open.

Voting is scheduled to begin on June 28 at 21:45 UTC through the Hydra Voting platform. DReps and other ada holders can review candidates and participate through the available voting interface once the phase opens.

The Constitutional Committee has a defined role in Cardano governance, reviewing whether governance actions are constitutional under the Cardano Constitution. In this election cycle, part of the Committee is being renewed while other members continue their mandate, preserving continuity inside the body.

With van Rossem voting active and Constitutional Committee voting opening tonight, Cardano governance is processing a protocol upgrade and a committee election in the same period. The next step for the hard fork now depends on whether SPO approval and Constitutional Committee votes reach their required thresholds before the governance action expires in Epoch 644.
