Cardano’s Constitutional Amendment Portal currently get seven items wey dey under consultation, including five Constitutional Amendment Proposals and two Constitutional Issue Statements.
None don reach the Ready or Done stage, and the published texts no dey change the Cardano Constitution by themselves. Amendment still need pass through separate onchain governance action before e fit become part of the governing framework.
Seven Constitutional Items Enter Consultation
Constitutional Amendment Proposal, wey dem dey call CAP, na proposal wey dey state exact change, clarification or addition to the Constitution. Constitutional Issue Statement, or CIS, na document wey dey capture where ambiguity dey, procedural gap or governance risk without forcing the author to provide complete solution.
The five active CAPs dey address payments wey link to treasury milestones, removal of Article II Section 7.4, expansion of the Net Change Limit into strategic spending plan, changes to governance metadata storage requirements and extra SPO approval for parameters wey directly affect stake pool economics.
The two CIS documents focus on procedural weaknesses. One dey examine how dem dey bundle multiple constitutional changes into one decision, wey fit stop participants from supporting one change while rejecting another. The second identify say no dey defined process for disclosing overlapping roles among DReps, stake pool operators and Constitutional Committee members.
The portal still carry alpha version label under testing. Anybody fit inspect proposals and discussions, but you go need Cardano wallet to submit proposal or participate directly for the consultation.
Treasury and SPO Rules Take Center Stage
CAP-1 go introduce common minimum standard for future Cardano treasury withdrawals. Each withdrawal action must specify measurable milestones, acceptance criteria, payment schedule wey link to delivery and public reporting at intervals wey no pass 90 days.
Administrators go release funds after dem publish evidence say applicable milestone don get acceptance. Dem go suspend further payments if material nonperformance or misuse happen, while any undistributed ADA must return to the treasury within 90 days after completion or termination.
The proposal allow advance payments when governance action identify and justify expenses wey dem must pay before delivery. E go also stop administrators from redirecting funds go outside the approved purpose without new treasury withdrawal action.
CAP-3 propose to change the Net Change Limit from single ceiling on treasury outflows to broader spending plan. The same governance action go set the maximum amount available, define high level budget categories and assign binding ADA allocations to those categories.
Every later withdrawal must identify im category and remain within both the total Net Change Limit and the amount wey dem assign to that category. DReps go determine the categories and allocations for each period instead of fixing them permanently inside the Constitution.
The draft include threshold of at least 67 percent of active DRep voting stake to approve Net Change Limit. E also propose say make dem no replace the limit during at least half of im defined lifetime. The author separate those safeguards from the core category model, so the percentages fit change or remove without discarding the broader structure.
CAP-10 dey address minPoolCost, poolPledgeInfluence and stakePoolTargetNum. Changes to those parameters go keep the applicable DRep threshold but go also require approval from more than 50 percent of active block production stake wey SPOs represent.
The proposal no give stake pool operators unilateral control over economic parameters or require their approval for every parameter update. E introduce dual consent only for parameters wey directly and materially affect pool revenue, pledge incentives, saturation, competitiveness or operational viability.
Amendments Still Require Onchain Approval
The remaining proposals focus on how constitutional information and decisions dey structured.
CAP-9 go remove the requirement wey say governance metadata must use immutable storage. The proposed wording treat the hash wey dey inside onchain governance action as the cryptographic commitment to the final document. Once person modify document, e no go match that hash again, whether dem store am through conventional hosting or content addressed system.
The proposal also separate integrity from availability. Immutable storage no guarantee say document go remain accessible, while conventional hosting system fit continue to serve unchanged document wey im content match the onchain hash.
CAP-2 dey seek to remove Article II Section 7.4. The author argue say the provision too broad and e fit allow inconsistent interpretation. The proposal still dey under consultation and e never become approved constitutional language.
CIS-4 document the problem of amendment bundling. E distinguish changes wey must waka together to keep the Constitution coherent from unrelated revisions wey dem put inside one package. The statement no prescribe final rule but e establish the issue for further governance work.
CIS-11 dey address overlapping governance roles. The Constitution already require public disclosure when one person dey participate across Cardano’s independent voting bodies, but e no define standard disclosure format, publication location or verification process.
The CAP framework dey operate as offchain preparation layer where constitutional changes fit get drafted, discussed and revised before dem enter Cardano’s onchain governance system. Proposals wey use the framework go pass through community consultation and editor review, but the portal no be mandatory gate. The official guide talk say author still fit submit onchain governance action directly.
As at the time of publication, all seven items still dey consultation, with no proposals wey dem list as Ready or Done. The Cardano Constitution therefore remain unchanged while the community dey review the language, separate procedural issues from proposed solutions and determine which texts don mature enough for onchain decision.
