Cardano Ratifies 2026 Constitutional Committee Update After Late Voting Push
The governance action cleared both DRep and SPO thresholds shortly before the deadline. Four members elected in 2026 are now set to join the Constitutional Committee once the update is enacted.

Cardano has ratified the Update Constitutional Committee 2026 governance action after a late increase in participation pushed both required voting thresholds above their minimum levels before the September 1 deadline.
The decision completes the ratification stage for replacing four expiring Constitutional Committee seats with candidates elected earlier this year. The membership change will take effect once the governance action is enacted on-chain.
DReps and SPOs Cleared the Voting Thresholds
The Update Constitutional Committee 2026 action required support from at least 67% of active DRep voting stake and 51% of the relevant stake controlled by stake pool operators.
A public snapshot taken roughly 11 minutes before the deadline showed DRep support at 71.61% and SPO support at 56.12%. At that point, 166 DReps and 301 stake pools had voted in favor.
The SPO vote was the tighter part of the process. Support remained below 40% in late August and was still around 49% one day before the deadline, according to Intersect.
Intersect continued outreach to stake pools and exchanges during the closing period, encouraging operators to register their votes. For this type of governance action, non-voting stake can remain part of the relevant denominator, making participation itself a factor in whether the required threshold is reached.
Four Elected Members Set to Join the Constitutional Committee
The governance action implements the results of the 2026 Constitutional Committee election process.
The four elected members are Philip DiSarro, Leandros BSP, Marek Mahut and Cardano Curia. Their terms are scheduled to run until epoch 799.
The remaining three committee members, Eastern Cardano Council, Tingvard and Ace Alliance, are not affected by the update and continue under their existing terms.
Once enacted, the Constitutional Committee will return to seven active members.
The Constitutional Committee is one of the institutions within Cardano’s on-chain governance system. It assesses whether governance actions are consistent with the Cardano Constitution and participates in several categories of decisions, including treasury withdrawals, protocol parameter changes, constitutional updates and hard fork initiation actions.
Cardano Avoids a Constitutional Committee Continuity Gap
Four existing Constitutional Committee seats were approaching the end of their terms. Without a successful update, the active committee could have fallen to three members, below the protocol minimum of five.
Intersect had warned during August that such a situation could temporarily prevent the ratification of governance actions requiring Constitutional Committee participation. That included governance activity relevant to future protocol upgrades and preparations surrounding the Dijkstra era.
Ratification removes that immediate continuity risk. The next step is enactment of the updated membership, after which the four elected members will join the three continuing members.
The result keeps the Constitutional Committee above its required operating threshold and completes the transfer from the 2026 election process to the next committee composition without a gap in governance capacity.
