Cardano Has ₳42.6 Million Left Under Treasury Limit
Thirty enacted withdrawals have used approximately 91.5% of the 500 million ADA allowance. Toto Finance’s copper-reserve request would consume more than half the remaining capacity.
By SongMarketCap
Cardano had 42,604,371 ADA of remaining treasury withdrawal capacity under its existing limit as of October 17. Thirty enacted withdrawals during the covered period totaled ₳457,395,629. The remaining allowance determines how much additional funding governance can authorize under the current cap.
How Cardano’s Treasury Limit Is Calculated
The applicable Net Change Limit covers the beginning of epoch 613 through the end of epoch 713, approximately February 2026 to early July 2027. It caps cumulative enacted treasury withdrawals during that period at ₳500 million.
Only withdrawals actually debited from the treasury count toward the total. Draft proposals, pending requests, and unsuccessful funding actions do not consume the allowance.
Despite its name, the current Net Change Limit agreement measures gross withdrawals. Transaction-fee allocations, reserve inflows, donations, and returned funding increase treasury assets without replenishing the withdrawal allowance.
The distinction separates the treasury’s available assets from the amount governance has agreed can leave it during the covered period.
OpenZeppelin’s Request Expired Without Funding
The ₳11,787,063 request for OpenZeppelin’s Cardano development stack expired without sufficient DRep approval. It proposed standardized smart contracts, reference financial applications, and security reviews tailored to Cardano.
DRep support was approximately 4%, against a required 67%. Five of seven Constitutional Committee members confirmed the proposal’s constitutionality, satisfying that separate requirement.
Because the withdrawal was never enacted, the requested amount did not reduce the remaining treasury allowance.
The proposal to lower the minimum fixed stake pool fee from ₳170 to ₳75 also expired below the required DRep threshold. The minPoolCost parameter remains at ₳170.
Copper Reserve Request Would Use Half the Remaining Capacity
Toto Finance is seeking ₳22 million to acquire physical copper and support its tokenization. The proposal includes returning realized net sale proceeds and unused funds to the treasury, without guaranteeing recovery of the original amount.
The request remains unenacted and therefore has not consumed any withdrawal capacity.
If enacted before other withdrawals under an unchanged limit, it would reduce the remaining allowance to ₳20,604,371. A subsequent return of funds would replenish treasury assets while leaving the original withdrawal counted against this period’s cap.
To authorize withdrawals beyond the available capacity, DReps would need to agree to another Net Change Limit through an on-chain governance action supported by more than 50% of active voting stake. Individual funding requests would still require their own approvals.
The remaining ₳42.6 million applies to additional treasury withdrawals. Programs that have already received funding can continue using those allocations under their existing contracts, delivery schedules, and oversight arrangements.
