Cardano Governance Faces September 1 Deadline as Constitutional Committee Risks Falling Below Minimum
Cardano’s 2026 Constitutional Committee update must clear both DRep and SPO voting thresholds before September 1. Failure would leave the committee below the protocol minimum required for normal governance operations.

Cardano’s Constitutional Committee transition has entered its final on-chain stage. Four candidates have already been elected and independently audited, but the Update Committee action that would formally seat them still requires ratification from both DReps and stake pool operators.
Constitutional Committee Vote Remains Below Thresholds
The Update Constitutional Committee 2026 action was submitted on-chain on July 31 following completion of the Hydra Voting election process.
The action requires approval from 67% of active DRep voting stake and 51% of active SPO voting stake. The Constitutional Committee does not vote on its own membership update.
Intersect’s August 14 snapshot showed DRep participation at about 30% and SPO participation at 1.69%, leaving both below the required thresholds.
The four elected candidates are Philip DiSarro, Leandros BSP, Marek Mahut and Cardano Curia. Their election determined who should join the committee, but it did not itself change the on-chain membership.
The governance action expires on September 1, 2026.
Failure Would Push the Committee Below Its Minimum Size
The deadline carries a direct protocol consequence because several existing committee terms expire as the newly elected members are due to enter.
If the action is not ratified in time, the Constitutional Committee would fall from seven members to three. Cardano’s committeeMinSize parameter requires at least five.
Intersect said that falling below this threshold would effectively interrupt normal governance until the committee is restored. Info Actions and Update Committee actions would remain available, allowing the system to approve a new committee configuration.
The risk is therefore operational rather than electoral. Candidate selection has already been completed. The unresolved issue is whether the on-chain ratification process can complete the transition before the existing terms expire.
September 1 Becomes the Governance Deadline
The current vote is the final protocol step in Cardano’s 2026 Constitutional Committee transition.
DReps and SPOs must both reach their respective approval thresholds for the four elected members to take their seats as planned. Until that happens, the election result remains pending at the governance layer.
This separation between off-chain candidate selection and on-chain ratification is built into Cardano’s governance process, requiring the wider voting system to formally approve changes to the committee’s composition.
September 1 now marks the point at which those two processes converge. Ratification would complete the scheduled transition. Failure would leave only three committee members in place and restrict the governance actions available until a subsequent Update Committee action restores the body above its minimum size.
