Cardano Foundation, EMURGO and Yoroi Back 9.6M ADA Police System Proposal

Yes votes from the three DReps represent approximately 755 million ADA. As of November 2, the PFMS withdrawal has 21.4% DRep support, well below the required 67%, while only one of seven Constitutional Committee members has voted in favor.

Cardano News - Cardano Foundation, EMURGO and Yoroi Back 9.6M ADA Police System Proposal

Cardano Foundation, EMURGO and Yoroi have backed Trivolve Tech’s request for 9.6 million ADA to develop the Police Force Management System, or PFMS.

Their votes have increased support for the proposal, but neither of the two approval thresholds has been reached.

Three Major DReps Support the Telangana Deployment

PFMS would use Cardano to create verifiable records across five stages of the criminal justice process, including investigations, evidence storage, prosecution and court proceedings. Its proposed first deployment would serve the Indian state of Telangana.

The Cardano Foundation supported the withdrawal with approximately 144.6 million ADA in voting power. It described PFMS as an opportunity to establish a public-sector partnership and embed Cardano within key processes in Telangana’s criminal justice system.

The Foundation highlighted Trivolve Tech’s existing Forensic Management System, the reusable open-source software planned under the proposal and the state’s commitment to cover transaction fees, infrastructure and maintenance after launch.

EMURGO contributed approximately 212.2 million ADA in support. Its rationale identifies the project as a strategic institutional deployment and points to the projected network activity, milestone-based funding and proposed revenue return.

Yoroi supported PFMS with approximately 398.2 million ADA. Its decision focuses on Trivolve Tech’s operating record, the planned use of Cardano for public-sector evidence records and oversight of the funding process.

The Cardano Foundation disclosed that it is a co-author of the proposal and would act as its administrator. The 9.6 million ADA budget includes 200,000 ADA for the Foundation’s administration expenses and taxes.

YUTA Questions the Economic Return

YUTA opposed the proposal with approximately 479.6 million ADA in voting power, making it the largest individual voter on the action.

Its rationale questions whether the projected network activity and verification revenue justify the requested withdrawal. Trivolve Tech forecasts approximately 1.53 million mainnet transactions during the first year, with Telangana covering the associated blockchain fees.

YUTA compared that forecast with Trivolve Tech’s existing Forensic Management System. According to its analysis, the earlier deployment is generating approximately 150,000 transactions per year, below the adoption projected in its Catalyst proposal.

The DRep also argues that transaction totals depend on how evidence records are divided and bundled. Because the underlying police information is confidential, outside observers cannot directly connect individual on-chain entries with specific cases or institutional activity.

Other opposing DReps, including HOSKY and Dori, recognize the potential value of open-source infrastructure and government adoption but question whether Cardano’s Treasury should finance the full development cost of a system whose first operational beneficiary is a state government.

The proposal assigns development costs to the Treasury, while Telangana would fund infrastructure, maintenance and transaction fees after deployment. Revenue from an optional paid verification service would be divided between Cardano’s Treasury at 70%, core Cardano library maintenance at 20% and Trivolve Tech at 10%.

PFMS Remains Below Both Approval Thresholds

As of November 2, the tally records 28 DReps voting Yes, 32 voting No and six abstaining. The Yes side holds 21.4% of the counted DRep voting power, compared with the required 67%.

Voting power delegated to DReps that have not voted remains in the calculation and reduces the Yes share, while explicit Abstain votes are excluded. Stake pool operators do not vote on this category of Treasury withdrawal.

PFMS also requires approval from the Constitutional Committee. One of its seven members has voted in favor, while at least five Yes votes are required.

If approved, the withdrawal would be managed through five tranches over 15 months. The Cardano Foundation and an independent assessor would verify milestone delivery before later payments are released. Expenditure is capped at a defined dollar value per ADA, with unused funds and amounts above the cap scheduled to return to the Treasury.

The governance action remains open, and additional votes can change the result. At the November 2 snapshot, neither the DRep threshold nor the Constitutional Committee threshold had been met, and no Treasury withdrawal had been approved.
