Cardano Copper Proposal Requires Nearly 50% Price Rise to Break Even
Toto Finance’s 22 million ADA request would allocate roughly two-thirds to physical copper and the remainder to development, operations, and oversight. The proposal also promises reusable tokenization infrastructure, with payments tied to independently verified milestones.

Toto Finance’s proposed Cardano Strategic Copper Reserve would need copper prices to rise nearly 50% to recover its full Treasury allocation under the proposal’s illustrative assumptions. That calculation assumes all spending ceilings are used, ADA’s dollar exchange rate remains unchanged, and no additional physical-sale costs arise.
The October 14 proposal combines commodity exposure with a development program for bringing verified copper reserves onto Cardano. A public Governance Hour on October 27 will examine its economics, ownership structure, and implementation safeguards.
Why the Budget Raises the Break-Even Price
Of the requested 22 million ADA, approximately 14.72 million would purchase copper. Technology and project management would receive up to 2.64 million ADA, while external operations and assurance would have a ceiling of 3.53 million ADA. Execution and independent oversight account for the remaining approximately 1.1 million ADA.
These are maximum authorizations. Unspent and unearned funds must return to the Treasury.
Using an illustrative purchase price of $6.73 per pound, the proposal calculates a break-even sale price of approximately $10.06. Copper proceeds would need to recover both the metal’s purchase cost and the program’s other expenditure.
Lower spending would reduce the hurdle. A stronger ADA would increase the dollar proceeds required to return the original number of tokens. The model therefore describes a conditional recovery threshold, rather than a copper price forecast.
What Toto Proposes to Deliver for Cardano
Beyond the reserve, Toto proposes independently verifiable reporting, metal-to-token reconciliation, audited cross-chain controls, and developer documentation for future real-world asset integrations.
The 2.64 million ADA technology and management allocation would be paid against independently accepted milestones. The proposal provides for nonpayment and remedies for nondelivery, subject to the executed contractual terms.
Founder and chairman Monty Metzger told CoinDesk that Toto would take no profit from the proposal, attributing much of the additional expense to oversight and auditing requirements. The budget nevertheless discloses compensation for Toto’s services, including execution fees and a handling margin on eligible storage and insurance invoices. Payments to the company could reach approximately 3.36 million ADA; those receipts alone do not establish its profit.
The Treasury’s return would consist of realized net copper-sale proceeds and unused or unearned funds. Commercial income from Toto’s separately financed CuTT business would remain with the company.

Safeguards Must Precede Copper Acquisition
Toto Finance Inc. would hold legal title to identified copper lots. Before acquisition, the proposal requires independently verified warehouse documentation, an enforceable security interest giving the Treasury’s economic claim priority, and release controls administered through an independent collateral agent.
The document explicitly states that these safeguards are not yet contracted. Insolvency would not automatically transfer the metal to the Treasury, and recovery timing or amounts cannot be guaranteed.
CuTT would first be issued on Ethereum and locked in audited escrow before an equivalent representation is minted on Cardano. The relevant contracts, Cardano minting policy, and security reviews remain project deliverables.
The reserve would target an 18-to-24-month holding period, followed by staged liquidation. All remaining copper must be sold and net proceeds returned by month 36, even if the sale price is below acquisition cost.
