Cardano Approves 120M ADA for AlphaGrowth PRIME
AlphaGrowth’s 12-month PRIME program has cleared Cardano governance for a 120 million ADA treasury withdrawal. The approval moves the initiative into execution, while roughly three quarters of the requested capital remains behind a separate Phase 3 release gate.

Cardano governance has approved the treasury withdrawal for AlphaGrowth’s PRIME program, designed to expand Cardano DeFi through ecosystem analysis, protocol support, liquidity programs and targeted capital deployment. The decision completes the governance stage of one of Cardano’s largest DeFi funding initiatives, but it does not make the full allocation immediately available.
Cardano PRIME Clears Governance
PRIME, short for Protocol Readiness, Incentives and Market Expansion, is structured as a 12-month program targeting more than $200 million in net qualifying TVL growth.
The first two months focus on a current-state analysis of Cardano DeFi, covering infrastructure, applications and market gaps. Months two through four add implementation recommendations that can include grants, integrations, partnerships and protocol support.
Larger liquidity and capital deployment programs are scheduled for Phase 3, covering months five through twelve.
Cardano Foundation publicly supported the proposal, citing its governance safeguards and its objective of addressing liquidity constraints across Cardano DeFi.
The approved allocation totals 120 million ADA, but AlphaGrowth does not directly hold treasury funds or authorize its own payments. Under the published structure, Intersect handles approved disbursements through institutional custody, while an independent Operating Group provides additional oversight.
Around 90M Remains Behind the Phase 3 Gate
The program separates funding required for its first four months from a much larger allocation reserved for Phase 3.
Approximately 90 million of the approved tokens remain behind a Month 4 review. Before those funds can move into liquidity incentives and broader capital deployment, a five-member Operating Group must assess the initial audit, AlphaGrowth’s recommendations and the proposed deployment plan.
At least three members must approve the Phase 3 release. The group can also reduce the allocation or attach additional conditions. If approval is not granted, the affected tranches remain undisbursed.
The gated allocation includes liquidity incentives, later ecosystem grants, portions of AlphaGrowth’s compensation and the performance-fee reserve.
PRIME also includes mechanisms requiring unused, unearned or unapproved funds to return to the Cardano Treasury. That structure limits the amount exposed during the program’s early stages and separates governance authorization from actual capital deployment.
PRIME Moves Into Measurable Delivery
With voting completed, PRIME now moves toward a sequence of published outputs rather than another round of governance debate.
The first scheduled milestone is a Cardano DeFi Current State Analysis by the end of Month 2. By the end of Month 4, AlphaGrowth is expected to publish its Integration and Ecosystem Support
Recommendations, providing the Operating Group with the basis for its Phase 3 decision.
Reporting is designed to extend beyond headline TVL. The program tracks qualifying TVL growth alongside stablecoin supply, monthly active users, trading volume, transaction fees and liquidity persistence. Its methodology also separates qualifying growth from changes driven purely by movements in the ADA price and other excluded sources.
That leaves PRIME with two distinct checkpoints. Cardano governance has approved the treasury allocation. The next major decision comes after four months of analysis, when the Operating Group determines how much of the gated capital can advance into the program’s largest liquidity and deployment phase.
The next measurable result will therefore come from PRIME’s DeFi baseline and the subsequent Month 4 release decision, which will determine how much of the approved treasury capital actually reaches Phase 3.
