The Voice of ADA Holders lets users publish signed responses to active governance proposals. CIP-0204 seeks to standardize those records for use across Cardano applications.

A Cardano application now allows token holders to record support, opposition, or abstention on governance proposals directly from their wallets. According to its developer, Smit Blockchain Operations, the operator of BKIND pool, the application has been live on mainnet since September 25. Its proposed response format entered review under the designation CIP-0204 following a CIP editors’ meeting on September 29.

Responding Through Cardano Wallets

Users select an open governance action and choose Yes, No, or Abstain. The application prepares a transaction in the browser, which the connected wallet signs and submits. The response is stored in transaction metadata under label 1695.

The project reports successful mainnet signing tests with Eternl, Gero, Lace, Typhon, and VESPR. Its source code includes both the application and the software used to count responses, allowing other developers to reproduce results from blockchain records.

Each answer refers directly to an existing governance action. No organizer needs to create a separate survey before holders can respond. That is the proposal’s central distinction from CIP-0179, the broader format for on-chain surveys and polls.

Signed Records and Counting Rules

Responses require a signature from the corresponding staking key. A user can change an answer by submitting another transaction, with the latest valid response counting for that credential and governance action.

To qualify, the staking credential must have been registered before the governance action was submitted and remain registered through its closing point. Responses count only during the period in which the ledger accepts official votes on the action.

These rules authenticate the responding credential, while one person may control several credentials. The proposal therefore recommends showing the ADA associated with responses alongside credential counts. Responses are public and can be linked to the credential’s delegation.

Holder Feedback Alongside DRep Votes

CIP-0204 remains an open proposal and has not been merged into the main repository. During the September 29 review discussion, CIP editor Robert Phair emphasized that independent applications should be able to produce, read, and organize the same records.

Formal governance decisions continue through DRep, stake pool operator, and Constitutional Committee votes under the rules for each action. The application adds a separate record of holder sentiment.

A holder can retain an existing DRep delegation while expressing disagreement with a particular proposal. That position becomes a signed, publicly verifiable response tied to the exact action being considered, giving representatives direct feedback on individual decisions.
